Joel currently serves as a Senior Advisor, Author, and Board member to several international organizations. Most recently, he was the Program Manager of the World Bank’s Global Water Security and Sanitation Partnership (GWSP), the largest think tank supporting analytical work, technical assistance and training related to water and its impact on sanitation and hygiene, water resource management, agriculture, and climate change in emerging markets. Under his leadership, GWSP enhanced the delivery of water services to over 50 countries while collaborating with 10 large international donor organizations. Throughout his career he worked and led projects in over 40 countries, primarily in Africa and Asia, and has served as a senior advisor on project finance options, PPP opportunities, credit enhancements, and institutional, regulatory and governance arrangements. Prior to joining GWSP, Joel served as the Africa representative for the World Bank’s Public Private Infrastructure Advisory Facility (PPIAF) and was the Africa coordinator for the World Bank Institute. Before joining the World Bank, he worked for USAID supporting infrastructure development, decentralization and housing finance projects in Africa and Asia.
