Carlos is a Brazilian civil engineer, with a specialization in water and sanitation. Carlos holds an M.Sc. In Water and Environmental Engineering from the University of Surrey – UK and an MPA from Harvard Kennedy School. With more than 20 years of professional experience, he has worked at Brazil’s National Water Agency since 2003. His last post was Superintendent of Economic Regulation, when he established the new division in charge of implementing the agency’s role in the 2020 reform of the Water and Sanitation sector in Brazil. His research interests are water security, regulation, and public-private partnerships for the provision of water and sanitation services.
